HISTORY
The Constelation class was part of the US Navy's new Two Ocean program, and expansion plan in 1919.  The Two Ocean Program would allow the USN to opperate in both oceans (the Atlantic and Pacific).  Similar to the Lexington-class battlecruisers, they Constellation had better protection and machinery.
